The APEC card, officially known as the Asia-Pacific Economic Cooperation Business Travel Card (ABTC), is issued by member economies of the Asia-Pacific Economic Cooperation (APEC) forum to businesspeople and executives, facilitating easier travel among APEC member economies. The card aims to streamline mobility, promote trade, and encourage investment in the region.
With the APEC card, holders benefit from visa exemptions or expedited entry at member economies, thereby reducing administrative procedures and saving time on business trips. However, the APEC card does not replace a visa if the destination country requires one, though it significantly simplifies the visa application process.
To be eligible for an APEC card, applicants must meet businessperson criteria and obtain approval from the competent authority in their home country.
Pursuant to Article 8 of Decision 09/2023/QD-TTg, the conditions for consideration of APEC Business Travel Card issuance are as follows:
– Conditions for the agency or organization employing the businessperson: Must have a need to regularly dispatch personnel for short-term travel to attend APEC conferences, seminars, annual meetings, and other economic cooperation and development activities.
– Conditions for the enterprise employing the businessperson:
+ The enterprise must have been in continuous operation for at least 12 months and fully complied with legal regulations on commerce, taxation, customs, labor, social insurance, and other relevant laws;
+ The enterprise must have engaged in direct business cooperation, contracts, or partnerships with counterparts in APEC member economies;
+ The enterprise must have a need to dispatch personnel for regular, short-term travel to conduct business cooperation, trade, investment, services, or other economic activities in APEC member economies.
– Conditions for the businessperson applying for the APEC card:
– Must be at least 18 years of age and have full civil act capacity;
– Must have been employed and held an actual position at the agency, organization, or enterprise for at least 12 months up to the date of application for APEC card usage approval.
Businesspeople holding an APEC card enjoy the following benefits:
Step 1. Obtain approval for APEC card usage from the provincial or centrally-run city People’s Committee
After preparing all required documents, proceed with the application at the competent authority:
At this stage, officials will review your dossier and forward it to relevant agencies for verification and processing. The estimated time to complete this step is 4–5 months.
Step 2. Apply for issuance of the APEC card at the Immigration Department
This step requires completion of the prescribed application form.
You may submit your APEC card application in one of two ways:
1. Direct submission at the Immigration Department – Ministry of Public Security office:
2. Online submission: Through the National Public Service Portal or the Ministry of Public Security Public Service Portal.
Immigration Department officers will receive, verify the legality, and review the content of the dossier. The estimated time to complete this step is 1–2 months.
If the dossier is complete and valid, the officer will accept it and request payment of the fee (VND 1,200,000). If the dossier is incomplete or invalid, the officer will guide you on supplementation.
Step 3. Receive the result
The total estimated time to obtain an APEC card is 6–8 months. Upon completion, the Immigration Department will notify you via SMS or email using the contact information provided. You must then personally collect the card at the submission location.
You may request printing of the ABTC card before approval from all APEC member economies. Once all approvals are obtained, a second application for card printing may be submitted.
